AN ACT STRENGTHENING THE PROMOTION AND DELIVERY OF MENTAL HEALTH SERVICES IN BASIC EDUCATION BY DEVELOPING SCHOOL-BASED MENTAL HEALTH PROGRAMS, ESTABLISHING SCHOOLS DIVISION MENTAL HEALTH AND WELL-BEING OFFICES AND CARE CENTERS, PRESCRIBING THE CREATION OF NEW PLANTILLA POSITIONS, AND HIRING AND DEPLOYING SCHOOLS DIVISION COUNSELORS, SCHOOL COUNSELORS, AND SCHOOL COUNSELOR ASSOCIATES IN THE DEPARTMENT OF EDUCATION, AND APPROPRIATING FUNDS THEREFOR
