Executive Order No. 571: Created a decoration to be known as the Order of Sikatuna, with different ranks for awarding extraordinary services in the field of foreign relations.

Executive Order No. 578 (1953): Provided for the classification of patients in government hospitals based on income, with free or partial payment of services depending on their income level.
